100% :/

How do I make so that every new character starts with 100% skills? I dont feel like using a php script its just waste of time,or a way to make the % raise fast as hell

I remember netgaylords used that in a server wayyyyy back.And how do you change the items that the character starts with?Like HBLux etc

I've searched for answers but didn't find any ;D I'll be happy if I can get some answers ^^

There is skill-mastery = with a lot of numbers and then is the magic-mastery, for haveing 100% skills it might be like this:
